You can use passive timing technology if your race does not require an accuracy higher than 0.2 seconds (1.7 meters at 30 km/h). Passive transponders are low-cost and convenient. Some versions are disposable - you don't need to collect them after the race.
The active solution offers a much higher accuracy of up to 0.004 seconds (4 cm at 30 km/h), the transponders are pricier, but reusable for several years.

The loop cable is a thin wire, that is laid out as a rectangle at timing points. For motorsports, it is typically placed under/inside the track surface. For those loops, some tracks have pre-installed pipes or a groove milled into the surface.
